Until 2012 we ran the parking for every church and banquet hall function at St. Mary's Assyrian Church of the East on Lindley Avenue — the parish behind Encino Banquet and Garden. Weddings, baptisms, memorials, holiday programs, hall rentals: whatever came through those doors on a weekend, our crew parked it. That run started in 1997, two years before the business took the name A&A Parking Services — which is why the letter counts fifteen years while the top of this site says since 1999. Same crew, older than the name. When the run ended, the parish priest wrote this on his own letterhead.

What parking in Encino
actually looks like

Encino is not one parking problem, it's four. The plan we write for a house in the hills is nothing like the plan for a banquet room on the boulevard, and quoting an Encino event without knowing which one you have is guesswork.

South of Ventura Boulevard: the hillside pockets

The estate streets climbing toward Mulholland — and the flat, wide-lot pockets like Amestoy Estates and Royal Oaks — share one trait: long private driveways, narrow curb frontage and neighbors close enough to notice. Guest cars cannot idle in the street while the host greets people. We stage a drop-off point at the driveway apron, move cars out in a single continuous flow, and keep the running lane clear so a neighbor coming home is never blocked.

The Ventura Boulevard corridor

Restaurants, banquet rooms and offices along Ventura between Balboa and White Oak sit on a street with metered parking, active traffic and driveways that empty straight onto the boulevard. Here the constraint is not space, it's the merge: cars have to leave the curb into moving traffic without stacking. That is a staffing question before it's a space question.

Gated communities and HOA streets

Several Encino communities are behind a gate with a guard or a call box. Valet only works here if the guest list, the vehicle count and our attendants' names reach the gate before the event, and if the HOA has agreed to where cars will sit. We do that coordination as part of the site survey, not on the night.

Public venues and parks

Encino also hosts events at public sites — Los Encinos State Historic Park on Moorpark Street being the best known. Public grounds bring their own reservation terms and their own limits on where vehicles may go, which the site manager sets, not us. We work inside those terms and confirm them in writing before the date.

Encino Valet Permits

Encino is part of the City of Los Angeles —
and that decides your permit

This is the single thing most hosts get wrong. Encino is not its own city. It is a neighborhood of Los Angeles, so an event on Louise Avenue or Hayvenhurst falls under the Los Angeles Municipal Code, while an event ten minutes west in Calabasas falls under a completely different city's rules. Hiring a valet company that works mostly outside the City of Los Angeles is how hosts end up with attendants who are not permitted to be on the street.

Under LAMC Section 103.203, no one may run valet parking that moves vehicles on or over any public right-of-way without a written Valet Parking Operator permit. If your guests' cars will be driven on a public Encino street — and on most residential blocks they will — that permit is not optional.

Operator permit, not a business license

LAMC 103.203 requires a written Valet Parking Operator permit for any operator moving vehicles on the public right-of-way, and a Master permit for operators running multiple locations. A city business license alone does not cover it.

LAMC 103.203.1 requires each valet parking attendant to hold their own written permit from the Board and to visibly display a valid Board-issued identification card while working. Ask any company you're considering to show you those cards.

The insurance floor is set by the city

The code sets minimums of $1,000,000 per occurrence and $2,000,000 aggregate in general liability, $250,000 per occurrence and $1,000,000 aggregate in garage keeper's liability, and $1,000,000 in vehicle liability, with deductibles capped at $5,000 per occurrence.

Residential Sensitive Zones

The Board of Police Commissioners can designate a Valet Parking Residential Sensitive Zone with its own boundaries and rules. Operating inside one requires an additional One-Day Permit, issued only after the Board's Executive Director finds the valet will not harm public safety or create a nuisance.

Seven-year background rule

An attendant permit is denied to anyone convicted in the previous seven years of a felony or of any offense involving violence, dishonesty, automobile theft, automobile vandalism, reckless driving or driving under the influence. Our attendants are screened to that standard.

Because Encino is inside the City of Los Angeles, LAMC 103.203 requires the operator to hold a written Valet Parking Operator permit whenever vehicles are moved on or over a public right-of-way. On hillside streets we typically run a shuttle so guests are never walking a grade in formal shoes. We will tell you honestly if an address cannot support the guest count you're planning.
Yes, and it takes preparation. Before the date we give the gate or guard house our attendants' names, our arrival time and the expected vehicle count, and we confirm with the HOA where cars may be staged. Communities differ — some allow guest parking on interior streets, others require everything to go outside the gate. We ask, in writing, rather than assume.
It depends on the guest count, the arrival window and, above all, the distance from the drop-off point to where cars are parked. A guest list arriving over two hours needs fewer attendants than the same list arriving in twenty minutes. We size the crew from your actual arrival curve and put it in writing in the quote. For a weekend event in peak season, two to four weeks gives us room to run the site survey and file any permit your address requires. We do take same-day and next-day bookings when a crew is available, but a rushed booking limits the permit options, so earlier is genuinely cheaper and calmer.
Full-service event valet runs $600 to $3,500 for the whole event — a total event price, not a per-car and not a per-guest price. The starting package is $600 for four hours with three uniformed attendants, up to 50 guests, and every booking has a 4-hour minimum with a 3-attendant minimum crew, which makes $600 the lowest price for any event. Above that, the crew grows by one attendant per 15 cars. The formula is attendants × hours × $50 — $50 is the hourly rate per attendant, and it does not change with the city, the day of the week or the type of event.
